# Agent Skills Are an Open Standard: What Portability Buys — and What It Can't Enforce

> A Skill is a folder with a SKILL.md and an Apache-2.0 license — no server, no transport, no auth. That's why another runtime can adopt it in an afternoon, and why a Skill can't revoke, throttle, or contain anything.

Agent Skills shipped in October 2025 and, two months later, stopped being a Claude feature and became a published format: an open specification at **agentskills.io**, with a reference implementation whose README simply points you there for the standard itself. Half a year on, the durable thing about Skills isn't the feature list. It's the shape. A Skill carries no runtime — and that single fact explains both why the format traveled and what it can never do for you.
What a Skill actually is
Strip away the marketing and a Skill is a folder. Inside it, one required file — SKILL.md — with YAML frontmatter that needs exactly two fields, name and description, followed by a Markdown body of instructions. Optionally the folder carries scripts/ (code the agent can run), references/ (docs it reads only when needed), and assets/ (templates, brand files). The reference skills in anthropics/skills are licensed Apache-2.0; the office-document ones — docx, pdf, pptx, xlsx — are shipped source-available as references rather than open source.
The loading model is progressive disclosure in three levels. The name and description sit in the system prompt always, so the model knows a Skill *exists* — that costs on the order of a couple dozen tokens. The full SKILL.md body loads only when the model judges the Skill relevant. Bundled files load only when they're actually opened. You pay for know-how at the moment you use it, not at startup.
The part that matters: a folder beat a protocol
Here is the non-obvious idea. The winning unit of distribution for agent capability turned out to be a **filesystem convention, not a protocol**.
Watch what "adopting" each thing costs a competing runtime. To support MCP, you implement a client, choose a transport (stdio or streamable HTTP), model a session, and wire up auth. It's real engineering with an SDK and a spec to conform to. To "support Skills," you read a folder and paste some Markdown into the model's context when its description matches. There is no server to run, no transport to negotiate, no handshake, no token. The spec fits on a napkin: two YAML keys and a body.

But the distribution story is simpler than the architecture. That's why Skills spread as a *format* rather than as a product. Reporting from The New Stack and others has framed the open-standard move as Anthropic's second bid — after MCP — to define agent infrastructure, and the framing is fair. But the mechanism is different from MCP's. MCP won mindshare by being a *good* protocol everyone agreed to implement. Skills win by being barely a protocol at all — inert enough that supporting them is closer to supporting Markdown than to supporting an API. A capability you can git clone, diff in a pull request, and drop into any agent that reads files is a capability with almost no adoption friction.
The same property is the catch
Runtime-less-ness is why Skills travel. It is also why a Skill can't protect you from anything.
A Skill has no authority. It cannot revoke a credential, throttle a runaway loop, inspect a tool's side effects, or stop an exfiltration mid-flight. It is instructions and files — text the model chooses to follow. Every bit of actual containment lives in the harness *around* the Skill: the tool permissions, the sandbox, the command allowlist, the network egress rules. Governance analyses of the standard have made this point pointedly — Skills accumulate risk across multi-step flows precisely because the format itself has no teeth. Portability and powerlessness are the same coin: the thing that let Skills cross every runtime boundary is that there was never anything inside to stop at the border.
This cuts against the instinct to treat a shared Skill like a vetted dependency. A Skill from a partner directory — Anthropic's launched with prebuilt skills from Canva, Notion, Figma, Atlassian, Stripe, and Zapier, and Team/Enterprise admins can now provision them org-wide — is not a sandboxed package. It's a set of instructions plus, potentially, scripts the agent will run with whatever permissions your harness grants. The trust boundary is your tool configuration, not the Skill's manifest.
When to reach for one
The clean rule falls out of the two halves above. Reach for a Skill when the gap is **know-how** and you want it portable: a repeatable procedure, your house style, a workflow you'd otherwise re-explain every session — something you'd be happy to version in git and hand to any agent that reads files. Keep MCP (or a first-class tool with a real permission boundary) when the gap is **access or control**: reaching a system the model can't otherwise touch, or enforcing a limit that instructions alone can't guarantee.
Skills didn't win because they were powerful. They won because they were weightless — and it's worth being clear-eyed that those are the same sentence.
